Missing / Droping Riads

I want to say I am sorry I have been missing and dropping out of raids lately.
Between 7:30 and 10:30 my ISP goes from high speed broad ban to Dixie cup on string.
I do not know what is the cause but I am sure it has something to do with either
1. Oppressive government regulation or
2. Unchecked corporate greed
